On December 16, Office of Planning released this map showing all proposed Ward 6 Advisory Neighborhood Commissions and Single Member Districts. Of note from the previous map produced for the DC Council's Subcommittee on Redistricting is that Advisory Neighborhood Commission 6C is shown with six Single Member Districts rather than seven. What were shown as 6C06 and 6C07 have been combined into a single SMD. This map is still under consideration by the DC Council.

Proposed SMDs with Largest Deviations

According to the Office of Planning, these are the top ten proposed Single Member Districts across the city with the largest deviations from the population target of 2,000 persons each.

The law gives preference to maintaining SMD populations plus or minus 5% (between 1,900 and 2,100 persons), but it also gives exemptions from this numerical range for a variety of reasons, such as to avoid splitting Census Blocks or to maintain neighborhood cohesiveness.

W6TF - Final Maps / Next Meeting

On September 22, the W6TF approved the final boundaries for the Ward 6 ANCs and associated SMDs. These final maps will be incorporated into the Ward 6 Redistricting Report which will be submitted to CM Tommy Wells on Wednesday, September 28. This is two days later than originally scheduled.

The W6TF will meet once again on Monday, 6:30pm on September 26 at 1100 Fourth Street, SW - DCRA Hearing Room, 2nd floor - to approve the redistricting report that will include the narrative to explain the recommendations as well as the required text description of the ANC/SMD boundaries. This is a new meeting that was not included in the initial W6TF schedule.

Fengler Note: There will be a technical correction offered at the meeting on Monday. This map reflects a minor change that doesn't alter the intent of the ANC 6B SMD decisions made by the task force. However, upon completing the text description, it was discovered that three blocs between 6B08, 6B09 and 6B10 were not correctly hand drawn by putting the boundary line on 16th Street instead of 15th Street. The census count approved for those SMDs were based on 15th Street boundary line. Kingman Park Letter

Dear Joe Fengler and the W6TF:

Congratulations on coming to an end of the W6TF process. Thank your for your service and for doing a great job of managing this process in a very open, transparent and participatory process. Sorry to see the process ending with such vociferous opposition regarding the 6B and 6C issues. I suspect it was inevitable and wish you good luck. I hope the debate remains civil.

I went to the W6TF files and I did not see an August 1st letter that the Rosedale Citizen's Alliance sent to the W6TF and which I verbally presented to the Taks Force at your July meeting in St Colletta. To that end, please find attached the letter which I hope you will add to the formal files.

I am deeply disappointed that Kingman Park is not part of ANC 6A though my understanding is that it is out of your hands. My only request is whether the formal report could include a more emphatic statement that there was unanimous or near unanimous support in Ward 6 and Kingman Park to include Kingman Park in 6A by all citizens and by all, or nearly all, W6TF members. My hope is that the final report will include a clearer and more forceful statement on how disappointed Kingman Park and Ward 6 residents are that the only reason why Kingman Park is not part of ANC 6A is because of opposition from Council Member Alexander. Her opposition again underscores how Ward 7 political fights are prioritized over the interests and desires of Kingman Park residents who clearly want to have their ANC related debates and decisions be made in collaboration with their immediate neighbors in Ward 6 instead of with Ward 7 residents who live more than 1 mile and a huge river away. The inclusion of Kingman Park in ANC 6A would not change the fact that Kingman Park is represented in the Council by Alexander, it simply would mean Kingman Park and Rosedale neighbors would have an easier time working together in one ANC to address local issues. I hope the formal report will include a forceful request that Alexander reconsider her opposition and to urge her to do so ASAP in consultation with Council Member Wells.

Re-consider Independence Avenue Decision

Ward 6 Redistricting Task Force members,

I'm writing to urge you to re-consider the major change you made to the redistricting plan on Monday, Sept. 19 and to support the status quo plan you unanimously approved in August. Unfortunately, I'm out of town for work this week and will be unable to attend tonight's meeting.

Before I outline my concerns about your new plan, I do want to thank you for agreeing to serve on the task force and for the thoughtfulness you've brought to a difficult process. Serving on this task force is a thankless task...but I want to thank you for stepping up to serve and for the time and effort each of you have put in.

I am disappointed that a majority of the task force has put "numbers" before "neighborhoods" by moving 1275 residents from ANC 6B to ANC 6C in the new plan. The arguments for why this change is needed remind me of the arguments we in Hill East heard from the ward redistricting task force earlier this year, such as "we need to equalize the size of the wards" and "it doesn't matter which ward you are in." I strongly disagreed with these arguments during the ward redistricting process, and I strongly disagree with them now in the ANC redistricting process.

ANC 6C supported adding their three westernmost SMDs to 2C "because of constituents’ similar interests and issues as NoMa and North Capitol corridor development continue to move through their neighborhood." I'm glad that 6C and the task force listened to residents who agreed that this change made sense.

However, ANC 6C's argument in favor of adding a portion of 6B goes against the same argument they made for attaching their 3 westernmost SMDs to 2C. The 1275 residents who live south of East Capitol Street have much more in common with rest of the constituents in 6B and issues related to Eastern Market and the Hine development that directly affect their neighborhood. As I've said over and over again, where possible, residents should be in ANCs with their primary commercial corridors. NoMa is not the primary commerical corridor of the affected residents.

I respectfully, but strongly, disagree with Task Force Chair Fengler's belief that residents should not be in the same ANC as their commerical corridors. If this is the case, why do ANC's matter at all? The primary powers of ANCs relate to liquor license requests, voluntary agreements and zoning cases. The 1,275 residents who are moved from 6B to 6C will have not have a voice in the liquor license requests or zoning cases around Eastern Market and Hine, though they will be directly affected by those developments.

And the historic district argument is also a weak argument. About 1/2 of ANC 6B is in the Capitol Hill Historic District. What value do the affected residents receive for being grouped with another portion of the same historic district? No value, in my opinion.

The only rationale for moving 1275 from 6B to 6C is to make the "numbers work" and to de-prioritize the views and best interest of the affected residents. This is a bad idea...and an idea I thought was dismissed when the Rice/Fengler plan failed to gain any traction with the task force in August.

One final point: we also argued during ward redistricting that it was unwise to move large numbers of people and disrupt their representation when it was totally unnecessary. The same can be said of the ANC redistricting process. The task force's new plan not only moves 1275 unnecessarily, it also means a massive redrawing of ANC 6B SMDs with little time to gauge community input or thoughts about the new district lines. Why disrupt so many residents when you have a stronger "status quo" plan that keeps neighborhoods grouped in the same commission areas?

Again, I encourage you to re-consider your new plan and to return to the status quo plan.

Task Force decision on 6B/6C boundary makes sense

Ward 6 Task Force decision makes sense:

Redistricting by its nature must involve changes. Redistricting adjusts political boundaries in response to population shifts as enumerated by the 2010 census. The City Council adjusted Ward boundaries and the Ward 6 Task Force is responding to that.

The Task Force is recommending creation of a whole new ANC this time to incorporate the 7,000+ residents in the current ANC 2C now in Ward 6. (Ten years ago ANC 6C was created after Ward boundaries changed & some residents howled). The proposed ANC 6E takes 3 6C Single Member Districts (SMD) west of North Capitol to combine with the current 4 2C SMDs.

ANC 6C did not gleefully, nor without thought, recommend having 6C01, 6C02, & 6C03 join with the 4 2C SMDs.

“We recognize the opportunity to bring together the northwest communities from the current ANC 2C to our north with the northernmost ANC 6C communities because of constituents’ similar interests and issues as NoMa and North Capitol corridor development continue to move through their neighborhood. We believe that ANC experience in dealing with developers in ANC 6C01, 02, and 03 will provide guidance as this development proceeds. Thus we recommend that 6C01, 02, and 03 join with the four current 2C SMDs to form a new ANC 6E” (ANC 6C Official Comments)

6C Commissioners recognize the tradeoff is that we lose two great Commissioners, which saddens us, but we know they and the 2C Commissioners will form a strong, effective ANC for these NW neighborhoods.

In addition this gives these neighborhoods a larger ANC with 7 Commissioners.

It is appropriate under Guideline #3 to create ANCs with a ‘critical mass’ of 7-9 Commissioners. Not only does this help with workloads and resources as stated by the Task Force, but it gives the ANCs the necessary ‘clout’ of having enough voters to make the Council, the Mayor, and District departments, boards and commissions pay attention to the ANC’s advice.

This same principle applies to the Task Force’s decision to extend 6C’s boundaries west to the freeway, and south to Independence Ave – in order to give 6C the necessary population to have 7 Commissioners.

Keeping the residents south of Massachusetts Ave. NW and west of North Capitol St. and adding 1200+ residents south of East Capitol St. to 6C helps make 6C a viable ANC under Guideline #3. It gives 6C similar ‘critical mass.’

It’s unreasonable to argue that in redistricting there will be no changes. And it’s unfair for one ANC to have a position that change must occur elsewhere and not in its ANC. One ANC, no matter how powerful its political connections are, should not be able to isolate themselves from changes to the detriment of other ANCs.

Knits neighborhoods together:

The Task Force’s recommendation knits neighborhoods together, fostering better mutual aid and representation.

In the new 6E recommendation, neighbors in near NW and Shaw face neighborhood development and livability issues together bound through the H St, K ST & New York Ave. corridors. 6C has also been willing to support 6E’s desire to be involved in the I-395 air rights project. While the Task Force did not approve 6E’s proposal strengthening 6E’s standing, 6E is still adjacent to the project with its Massachusetts Ave. NW southern boundary. The Task Force might consider dropping the boundary down the G ST west of New Jersey Ave NW to further assure 6E representation without affecting population numbers.

Likewise the Task Forces decision to extend 6C boundaries south knits the neighborhoods north of Eastern market together. Residents north of E. Capitol are equally concerned about the ‘center’ of Capitol Hill. Residents north of E. Capitol are a part of the ‘commons’ and the ‘core’ that draws us together. Eastern Market gives us a sense of identity and community, too! We deserve to be part of representational democracy that allows us to be represented in the decision making process that defines how the Eastern Market neighborhood is shaped and governed.. We share the similar if not the same concerns about parks, parking, our daily routines, and the institutions that create our neighborhoods.

Since the Task Force’s July 14 6C listening session, we have expressed our desire to have a greater say in Eastern Market, related development and the core of the Capitol Hill Historic District. That’s hardly unreasonable in that the current 6C has over 2,600 residents closer to Eastern Market (within the oval on the accompanying map) than over 10,000 6B residents.

The TF map has many opportunities for ANCs to better work together in knitting communities together. It is necessary to draw lines on maps to delineate representation, but that is all they need to be – lines on a map. The reality is that we can and must work across those lines. There is no need to demonize people on the other side or hurl unsubstantiated ad hominem attacks on others. It is not helpful.

Increases citizens’ voices both individually and collectively:

The Task Force’s recommendation doubles the ANCs with ability to provide advice on Eastern Market and related development. It provides an opportunity for increasing the number of voters speaking to the Mayor, District departments, boards and commissions, and the Council on these central neighborhood issues. And it gives thousands more residents a collective voice in the Hill’s premier asset.

The revised 6C SMD map better integrates the new blocks into 6C and provides two SMDs to boarder on Independence Ave. helping knit north and south together. This allows 6C to have two Commissioners to work with our 6B colleagues on Penn Ave SE and Eastern Market issues.

As our neighbors north of Independence look towards Eastern Market and worry about the future, we have your back. Literally we stand behind you, metaphorically and in reality, looking towards Eastern Market. Standing together to protect what is good and work together to address all issues for improvement. I and/or my successor will work hard to ensure all voices are heard and issues addressed.

The discussion on Lincoln Park at Monday’s meeting indicates a need for ANCs to work closer together on greater issues and special important locations that affect more than 1 ANC. ANCs 6C and 6A held the first joint ANCs meeting to effectively work on H Street development and the zoning overlay district.

6C’s intent is not to move what 6B apparently considers it’s ‘E. Capitol St. wall’ down to Independence, 6C’s intent is to tear down that wall and ensure all Eastern Market neighbors have the opportunity to advise on the critical issues before our community.

The Task Force’s recommendations on redistricting can bind us together on the Hill and foster connections throughout our Ward. One City is not just a slogan, it is what we need to achieve for all of us and the city to thrive.

The proposed new ANC boundaries will strengthen efforts to realize our communal Goal – a healthy, walkable, sustainable neighborhood – the greatest neighborhood in the country.

As you are asking my opinion on ANC 6C's recommendation to realigning 6C SMD in the NWto the new 6E, I believe the full rational for their request can be found inthe recommendations they forwarded the task force on Friday, September 16, 2011- which can be found here.

It appears that 6C was providing solutions to address the integrationof ANC 2C as well as meet the objectives listed in the Ward 6 Guidelines forANC/SMD - which can be found here (as well as posted on the W6TF website,under Filing Cabinet). These guidelines were also provided on page 30 ofthe W6TF Redistricting Report (issued August 18, 2011) - which can befound here (as well as posted on the W6TF website,under Filing Cabinet).

Specifically, the very first objective of the Ward 6 Redistricting Guidelinesfor ANC/SMD deal with striving for cohesive grouping of residents: "Recognize neighborhood cohesiveness by grouping residents into ANCs wherethey are likely to have the most concern about issues that come before theirown ANC, and have an affinity of interests and preferences with other residentsin the same ANC."

To that point, ANC 6C's formal recommendation provided to the task forcestated: "We recognize the opportunity to bring together thenorthwest communities from the current ANC 2C to our north with thenorthernmost ANC 6C communities because of constituents’ similar interests andissues as NoMa and North Capitol corridor development continue to move throughtheir neighborhood. We believe that ANC experience in dealing withdevelopers in ANC 6C01, 02, and 03 will provide guidance as this developmentproceeds. Thus we recommend that 6C01, 02, and 03 join with the fourcurrent 2C SMDs to form a new ANC 6E."

From the ANC 6C Listening Session held on July 14,2011, the followingstatements where made:

(1) ANC 6C Chair Karen Wirt said that right now, ANC 6C has nine Single MemberDistricts, and with the addition of Shaw it could very well be 12, so one ideawould be to break off 09--along with 01, 02 and 03—into a new ANC 6E.

(2) Ms. Scheeder pointed out that the boundaries of 01, 02, 03 and 09 plus Shawcan be put together logically.

(3) Ms. Wirt said 6C had nine, and Mr. Coburn said that seven is a logicalnumber in terms of operations, etc., that seven provides more people to pitchin and get things done.

(4) Ms. Scheeder pointed out that there’s a lot of development happening withinthe Ward and there should be consistency in developing the policy for the ANCs. The Task Force should develop procedures that will equalize the workloadamong the Commissions.

To summarize these three data points, I can follow the development of theidea to realign ANC 6A NW SMDs from the early stages of the redistrictingprocess all the way to ANC 6C sending that recommendation to the taskforce. It appears to be based in sound public policy - that NW blocks inWard 6 share more in common with ANC 2C than ANC 6C. That ANC 6C and ANC2C both recognize the neighborhood cohesiveness achieved by grouping theseresidents together as the share common issues.

It is important to note that ANC 2C's position on this subject as evolved overthe summer as they had a chance to really study the potential option ofincorporating most of ANC 6C's NW SMD. If you read the ANC 2C ListeningMeeting Minutes (which can be found here), you will see very hesitant and skepticalcomments from ANC 2C Commissioners. Initially, ANC 2C wanted to remain afour SMD ANC. By the time they voted on their official recommendations -they recommended adoption of the initially approved maps that had seven SMDs,to include other recommended changes. I credit that to Chair Padro andCommissioner Nigro's willingness to work with the task force and understand theobjectives of the Ward Six redistricting process.

2. Why did ANC6C...turn around and vociferously lobby for anadditional SMD to their south?

Again, it appears that ANC 6C is basing their recommendation in the followingWard 6 Redistricting Guidelines for ANC/SMD:

Guideline #2. To the extent thatcurrent boundaries contribute to effective functioning of the ANCs, limit thescope of change to ANC and SMD boundaries.

From ANC 6C's formalrecommendations: "ANC 6C believes that seven is a logical numberin terms of operations and provides a sufficient number to get thingsdone. Six SMDs can result in a tie vote, whereas seven does not, and thisis particularly important as NoMa developers continue to come before ANC 6C asthe area to our north grows."

Guideline #3. Balance workloads andresources of ANCs and pay attention to likely caseload based on developmentpatterns, historic districts, etc.

From ANC 6C's formalrecommendations: "A better balance would be created in Ward 6 and hencethe workload better distributed if the number of SMDs in each Ward 6 ANC ismore evenly divided: 6D and 6E each have seven SMDs; 6A has 8; 6B wouldhave 9 if 6C were to have a seventh SMD. Thus we recommend that foreffective functioning of the workload both across Ward 6 and within 6C, aseventh SMD is needed in 6C."

Guideline #4. Take advantageof natural or built features to the extent they make sense to residents in definingthe boundaries of ANCs.

From their formal recommendation: "Similarly, the extension of ANC 6C’ssouthern border to Independence Avenue also satisfies the criterion of groupingresidents into ANCs where they are likely to have similar interests, concernsand preferences in the Capitol Hill historic district."

So, while I understand that there isdisagreement regarding ANC 6C's recommendations, as well as the subsequent W6TFadopting them, I don't see any hidden plan. In my opinion, theirrecommendations are grounded in good public policy for Ward 6. Inaddition, I supported this recommendation for the following additional reasons:

1. In the Ward redistricting process, Ward 6 lost Chinatown and hassignificant adjustments to the western end of the Ward. Initially, myobjective was to effectively incorporate 2C into Ward 6 - which wasaccomplished. In my opinion, it is not realistic to think that all thechanges created by the DC Council on the western end of Ward 6 could becompletely resolved/absorbed in the western end. Initially, the taskforce proposed to do just that - by reducing ANC 6C to six SMDs. Even toget to six SMDs required moving ANC 6C's eastern end to 8th Street -essentially taking census blocks for ANC 6A. I was initially OK with thatplan as it would be reviewed by all the ANCs to provide formal comments andrecommendations. However, upon reading ANC 6C's recommendations, it wasclear to that trying to "contain" all the western end changes withintheir existing boundaries (along with the portion from ANC 6A) did not lead toan equitable redistricting process.

2. The redistribution between the NW SMDs and ANC 6A and 6C SMDs. In my opinion, the differences between Ward 6 NW SMDs and Ward 6 NE SMDs aresignificant. Noting that ANC 6C does still retain parts of NW belowMassachusetts Avenue, I attribute that to an acceptable deviation to supportthe larger goal of building equitably-sized ANCs. I will agree, it is notperfect solution. That being said, shifting ANC 6C boundaries both eastand south supports the guidelines adopted and is a much better policy optionthan having ANC 6C retain more of NW than they already have in the currentlyapproved plan.

3. In my opinion, the redistricting process is recognize neighborhoodcohesiveness, retain/build effective ANCs and balance workloads, resources andcaseloads. By adopting a final plan that has one ANC with 6 SMD and oneANC with 10 violates all three of these guidelines. While it would bedifficult to build all ANCs with the same number of SMDs - implementing a planthat has three ANCs with 7 SMDs, one with 8 SMDs and one with 9 SMDs is aworthy policy objective worth achieving as it supports all three of theseobjectives.

4. Accordingly, I disagree that those living between Independence andEast Capitol will be "cut" adrift from Eastern Market/BarrackRow. Eastern Market is a wonderful resources share by the entire Ward 6community as well as the city. I don't agree with "where Ishop" is "what ANC" I should be in. While the line -"I can see ANC 6B from my window" does not hold logic with me. The very nature of borders means that someone will see another ANC from one'sfront door. I can think of MedLink, H Street Connection and RFK all asgood examples of "recognized" features that are just across thestreet.

In close, I hope this clears up how ANC 6C came to their recommendations. I offered my additional points used in making my decision in an effort toprovide the context of one vote - mine. I respect that others havedifferent rationale and don't agree with any of the points provided by ANC 6Cor even my additional analysis. But, I will say, from my opinion, thiswas not a hasty decision made without study or proper notice to thecommunity. In this case, well respected task force members, who arevolunteering their time and great expertise, spent two months reviewing thesame information and came to different conclusions. Whether the decisionsare "wrong" or "right" depends on the evaluation lens usedto make a decision.

At its September 19^th meeting the Ward 6Redistricting Task Force voted to revise its previously adopted plan and removemore than 1200 residents from the ANC that has represented the area for 35years.

Ostensibly the rationale was to allow a neighboring ANC tohave an odd number of commissioners (not something that is a guideline orobjective of the Task Force) and more commissioners – even though in the wordsof their chair they ‘voluntarily gave up’ three SMDs.

What was not considered in the Task Force debate was theimmediate impact on the neighbors. Sincethe vote, nearly 100 residents have signed a petition asking the Task Force toreverse its decision. What is moreimportant than the number is the fundamental rationale behind their concerns.

Neighborhoods are created around commons and a core that drawpeople together, and give them a sense of identity and community. Representative democracy allows the people inthat community to be represented in the decision making process that helps to definehow that neighborhood is shaped and governed.

The blocks that were taken from 6B are not just blocks on amap. They are not just numbers to allowa Commission to have an odd number. Theyare the immediate neighbors and residents of a cultural and economic centerthat defines everything from their playground, their parking, their dailyroutines and the institutions that create the neighborhood around them.

Look at the picture below. This is taken from the front yard of what would be ANC6C looking acrossthe street where you can see the Hine School, Eastern Market and the evolvingmarket place of 7^th Street.

Now hear the words from the residents who spoke out today andare asking you to return to them the basic right of having an elected officialwho has jurisdiction over their own neighborhood. This is DC. We fight for representation, we don’t take it away.

- I cansee Eastern Market out my front window, to think that I could be removed from thedistrict that oversees it is just ridiculous. Mr. Well, and Redistricting TaskForce, please see sense and ensure that representative democracy is maintainedin our district. Thank you for meeting our communities needs.

- I findit ridiculous that I no longer have any say in the neighborhood in which I live- my daily commute is via 7th Street SE by Eastern Market, and I rarely even gonorth of East Capitol. This redistricting makes no sense.

- I'm sorry to be so bluntand inarticulate, but to remove those who live next to Hine and Eastern Marketfrom being heard on related issues is downright stupid. How is it that DCadvocates for voting rights yet then takes away the limited rights we have?!

- Since I live 2 blocksfrom Eastern market - and have lived in the community for over 20 years...thisis ridiculous for my 5th street residence to have to be in anotherjurisdiction.

- I live 2blocks from Eastern Market. I do not live by Union Station. I am adamantlyopposed to being redistricted to ANC6C. That is NOT my immediate neighborhood.

- Todecide that those in the immediate neighborhood of Eastern Market should not bea part of the ANC that has the most direct oversight on issues impacting themarket and its immediate neighborhood is indefensible.

- It makesno sense. We are half a block away from EM, and a very long way from UnionStation and NoMa.

- We should be in the ANCwhich includes Eastern Market. It is literally across the street from us.

- Pleasedo not split us off from ANC6B. We are part of the Eastern Market neighborhood.Changes affecting the Eastern Market neighborhood have a direct impact on us.For example, on weekends we generally cannot park on our block because ofindividuals (often from MD or VA) visiting the market who take up all thespots. Our neighborhood needs to have a say in the new Hine development.

The Task Force has one more meeting. One more chance to change this and get itright.

The W6TF received the following email (excerpted in part) from Commissioner Crews of ANC 6C on September 19, 2011:

As you witnessed at Thursday's 6C meeting, I was not satisfied with the proposed 6C SMD map.

My biggest concern was that it didn't do a good job of integrating the new southern two tiers of squares so that should the Task Force agree to the 6C proposed ANC Boundaries, we could have a cohesive group of neighborhoods.

Therefore I finally have developed a revised SMD boundaries map (attached).

If the TF does agree to the 6C proposed ANC Boundaries - and I realize that this is a Big IF - although I encourage you to support it - I would ask that you propose to amend the SMD to reflect the attached.

- This revised map better integrates the new-to-ANC 6C residents south of East Capitol Street. Creating two SMDs along the southern boundary joins together both current and new residents in each SMD.

- This also allows 6C to have two Commissioners to work with our 6B colleagues on Penn Ave SE and Eastern Market issues.

- In addition to integrating the new blocks into 6C and providing two Commissioners for work with 6B, the revised map has all SMD bordering other ANC’s fostering better joint efforts.

- This revised map has 2 SMDs to work with the Architect of the Capitol;

ANC 6C Formal Recommendations

To the Task Force,

Last night, September 15, 2011, at the duly noticed, regularly scheduled, monthly meeting of ANC 6C, with a quorum of 7 out of 9 commissioners and the public present, the commissioners voted on redistricting as follows:

Support of the Goodman map and its component SMD boundaries proposed for ANC 6C: 5:0:2. (2 abstentions).

Support of the redistricting recommendations for ANC 6C: 7:0:0.

One note of explanation: The question arose last night from the audience regarding how ANC 6C functioned with 8 commissioners, an even number. We have had tie votes, but fortunately on those occasions the motions before us have not had major consequences, such as a developer proposal or a PUD. We have been functioning well for years with 9 commissioners, until last year when we lost our 6C03 commissioner. We function best with an odd number of commissioners, thus we seek a seventh SMD.

Attached are the ANC 6C recommendations, a verbal description of the boundaries of 6C and its component SMDs, and a scenario that shows how ANC 6B would be affected if the Task Force provides ANC 6C with a seventh SMD at its southern border.

ANC 6C Formal Recommendations

1. Cohesive Communities

We recognize the opportunity tobring together the northwest communities from the current ANC 2C to our northwith the northernmost ANC 6C communities because of constituents’ similarinterests and issues as NoMa and North Capitol corridor development continue tomove through their neighborhood. Webelieve that ANC experience in dealing with developers in ANC 6C01, 02, and 03will provide guidance as this development proceeds. Thus werecommend that 6C01, 02, and 03 join with the four current 2C SMDs to form anew ANC 6E.

Similarly, the extension of ANC 6C’ssouthern border to Independence Avenue also satisfies the criterion of groupingresidents into ANCs where they are likely to have similar interests, concernsand preferences in the Capitol Hill historic district. In fact the interests and preferences ofresidents living between G Street NE and East Capitol are identical for theresidents between East Capitol and Independence. Thus we recommendthat an SMD be created at the southern border of the current ANC 6C to make aseventh SMD.

2. Balance in the Size of Ward 6 ANCs

ANC 6C believes that seven is alogical number in terms of operations and provides a sufficient number to getthings done. Six SMDs can result in atie vote, whereas seven does not, and this is particularly important as NoMadevelopers continue to come before ANC 6C as the area to our north grows.

A better balance would be created inWard 6 and hence the workload better distributed if the number of SMDs in eachWard 6 ANC is more evenly divided: 6Dand 6E each have seven SMDs; 6A has 8; 6B would have 9 if 6C were to have aseventh SMD. Thus we recommend that for effective functioning ofthe workload both across Ward 6 and within 6C, a seventh SMD is needed in 6C.

3. Natural and Built Features

On the west end of Capitol Hill, weshare the same natural and built features by living close to the U.S. Capitolcomplex, the Supreme Court, the Folger Library, and the Library of Congress aswell as the multi-modal transportation systems provided by Union Station. In our proposed 6C map three of the sevenSMDs have contact with these national buildings, share the unique advantagesand disadvantages, and will be better able to represent the residents livingbetween East Capitol and Independence Avenue. Compared with only one SMD having to deal with these challenges in thecurrent 6B, we recommend that havingthree SMDs represent the constituents near these structures will provide a greatervoice both within 6C and for the City at large.

4. Cut-aways or “Thumbs” into the ANC 6C areaProposed by Other ANCs

A. Block between H and I, 7^th and 8^thStreets – Although we understand 6A’s concern to this cut-away block in itsANC in order to have party status in zoning discussions of the 600 block of HStreet NE, we also have given years of effort to developing a viable H Streetcorridor. We believe that this blockshould be retained in 6C to avoid breaking up the neighborhood cohesiveness. Webelieve that 8^th Street is a natural border between 6A and 6C as itis a major north-south corridor.

6C agrees with the Task Forceanalysis that 200 feet is NOT a standard to determine whether or not an ANCwould have standing in a zoning case. Itis a resident notification standard.

6C is concerned that this request issolely based on gaining standing for hearings on buildings, whereas we areconcerned with cohesiveness of our constituent neighborhoods. We find no guideline that supports a redistrictingchange based solely to gain party status for future development projects.

Moreover,6C would support 6A’s participation in discussion of 6C zoning cases on the 600block of H Street.

We recommend no cut-away for this block.

B. Southof Massachusetts Avenue NW – Similarly, ANC 6C understands the current 2C(future 6E) request to retain area adjacent to the I-395 Freeway (south ofMassachusetts Ave, east of 395, north of E St NW, and west of New Jersey AveNW) so that they can exert their influence in air rights zoning over 395, but removing the 283 residents in this areahas serious consequences for 6C to maintain the current 6 SMDs, which have11,932 residents. Removing theseresidents would mean several SMDs would significantly and negativelyaffect the required number of residentsin these SMDs.

Having represented this area fordecades, ANC 6C understands the common natural features of the area to the west of Union Station as well as thechallenges the hotels and CCNV shelter bring to these residents.

6C would support 6E’s participationin discussion of 6C zoning regarding development of air rights over I-395.

Thus we recommend no cut-away of this area.

C. Extension of 6E along K Street to Union Station – ANC 6C does notsupport extending 6E along K Street to Union Station using unpopulated censusblocks to gain party status on development. North Capital is a natural boundary as it is a major transportationcorridor that is several times larger than a typical street.

We recommend no cut-away of this area.

ANC 6B Views on SMD Redistricting

The ANC6B Commission thanks the Ward 6Redistricting Task Force for carrying out its demanding task efficiently andtransparently. Its timely posting ofcurrent information set a high standard for similar efforts in the future.

Recommendation#1

ANC6B strongly supports, and requeststhe approval of, the “status quo” proposal for Commission and SMD boundariesadopted by the Task Force at its August 8, 2011 meeting. While understanding the difficulty ofsatisfying diverse and sometimes conflicting views, ANC6B offers these positions:

Recommendation#2

· Whilewe are sympathetic to the recently expressed concerns of ANC6C that it feels itdoes not have sufficient Commissioners within its commission, we strongly rejectANC6C’s proposal to acquire a significant portion of the ANC6B area that hasbeen part of our neighborhood and commission for many decades.

· ANC6Bcommissioners have received multiple informal options for SMD redistrictingbased on the ANC6C plan not yet approved by the Task Force. We reject each of the options presented asunworkable. We also note that the Task Force has gone outside the process itpresented at its public meetings by sending formal positions to all thecommissions for response and then using an informal process to make subsequentrecommendations based on actions by some commissions before others have evenhad a chance to consider the original Task Force recommendations. This change in the process concerns usgreatly and we strongly encourage the Task Force to adhere to the boundaryoptions adopted through unanimous vote at its last meeting on August 8, 2011.

· The ANC 6C proposal would bring the southern border ofANC 6C down to Independence Avenue and extend that incursion as far east as 8thStreet, effectively dividing the core of the Capitol Hill South neighborhoodbetween two ANCs. The proximity of the proposed border to Eastern Marketand Eastern Market Metro Plaza and all of the associated commercial and majordevelopment planning now underway for this area, especially with regards theHine Jr. High School site, would mean that two ANCs would be fully vested inthese issues, substantially complicating communications with the community,civic organizations and the city. ANC 6B strongly believes that it wouldbe unwise and disruptive to divide the Capitol Hill South neighborhood betweentwo ANCs.

· A plan similar to ANC6C’s proposal (the “Rice/Fengler”plan) was considered by the Task Force during its Wednesday, August 3 meeting.The plan received zero votes from Task Force members and was dismissed.

· As presented, the ANC6C revisedplan would create many undue burdens for ANC6B and the area it represents. First, the revised plan would complicate theadjudication of key development issues in ANC6B, chiefly redevelopment of theHine school and review of pending Eastern Market legislation. Second, the new boundary along IndependenceAvenue divides a significant traffic arterial between two Commissions. Dividing along East Capitol Street makessense geographically, as it is easy to understand the quadrant boundaries, andmanagerially, as East Capitol Street is a relatively quiet street that presentsfew issues requiring joint management.

Recommendation#3

· ANC6A’srebuttal of the Task Force recommendation to split Lincoln Park fails toacknowledge the many issues linked to the park that impact an equal number ofresidents living south of the park. These issues include traffic, pedestrian safety, signage, bike share andother park usage issues. When ANC6Areviews park related issues, they do not inform residents living south of thepark, further they rarely coordinate evaluation of issues with ANC6B. For example, in May of 2011, ANC6A voted toendorse the placement of an expansion Capital Bikeshare station on a smalltraffic island at the southeast corner of the park. The parcel of land considered by ANC6A wasnot in their jurisdiction. Further,ANC6A did not coordinate the action with ANC6B or notify residents ofANC6B. Splitting Lincoln Park equitablybetween the two Commissions should force more cooperation and coordination inthe future.

Recommendation#4

· ANC6Bis very pleased that in its proposal the Task Force heeded the residents ofKingman Park, Hill East, and Rosedale and keeps these neighborhoods connectedto their primary commercial corridors. It is also pleased that the Task Force has unified the eastern part ofIndependence Avenue, SE into one single member district and included St.Coletta of Greater Washington within the ANC6B boundaries.

Recommendations Pertaining to Informal 6B WorkingGroup Questions

· ANC6B Commissioners received a series of questionsrelating to the specific boundaries contained in the Task Force draft that waspresented to us. Our position responsesto those questions are as follows:

§ Eastern MarketMetro Plaza should have one commissioner.

§ Seward Squareshould have one commissioner.

§ Barracks Rowcan be well served by two commissioners.

§ The boundary alongMassachusetts Avenue between 6B09 and 6B10 should be a straight line.

· Finally,ANC6B is especially grateful to the Task Force members who drew the ANC6Bboundaries: Ken Jarboe, Donna Scheeder, Antonette Russell, and Tyler Merkeley.

ANC 6D Report to the Ward 6Task Force (W6TF) dated September 14, 2011

The Ward 6 Redistricting Task Force has submitted a proposed Single Member District map for ANC 6D and met with their representative Tyler Merkly to review a map of our design and the proposed W6TF ANC 6D map.

The current ANC 6D Commissioners studied the proposed map and looked at alternative maps using the 2010 Census Tract data.

Using the following, ANC 6D used neighborhood cohesiveness; maintaining effective functioning of the ANCs; maintaining 7 SMDs with DC Housing facilities not split; take natural and historical local boundaries into effect for defining the SMDs; even distribution of the SMD populations in the range of 1,900 to 2,100; avoiding splitting Census Tracts; keeping SMDs compact; avoiding two elected Commissioners in a new SMD, while using the above guidelines; and keeping the voting strength of minority populations undiluted as guidelines for review and evaluation of the W6TF map and new SMDs maps developed by the ANC.

ANC 6D feels the new proposed ANC 6D Single Member District map (attached with table showing respective SMDS with each Census Tract and attached narrative with data including the current2010 data for each SMD and the new proposed population) best fits the above used guidelines by having only one incumbent Commissioner per SMD; no divided Census Tracts; better compacted SMDs; fewest Census Tract changes among SMDs (with 3 having only additions to the population); all SMDs have a population greater that 1900 and less than 2100, with only 1 SMD with a population less that 2000 at 1980 (even distribution of population among SMDs); and retains historic SMD boundaries.

On Monday evening, September 12, The ANC voted to retain the current 6D boundary for the redistricting under the 2010 Census data for Ward 6. The resolution is below and the vote was 6-0-1 with the one abstaining vote.

RESOLUTION TO RETAIN THECURRENT ANC 6D BOUNDARY FOR THE REDISTRICTING UNDER THE 201O CENSUS DATA FORWARD 6

WHEREAS, ANC 6D Chair and individual Commissioners have presented at the Ward 6 Task Force (W6TF)meetings on keeping the current ANC 6D boundary that includes the Near SE Community;

WHEREAS, The South Capitol Street or the SW Freeway is “NOT” a natural boundary;

WHEREAS, SW and the near SE have many more similarities than differences in terms of building types with high rises, commercial office buildings, and large residential complexes;neither has a historic district; both have current large waterfront developments, each well over a billion dollars in cost; even excluding the waterfront development activities, both have tremendous development already planned or underway for the next 10 years; M Street is a major connecting artery for both with a major DDOT transportation study underway focusing on MStreet as the major venue; I Street will be opened to 1st Street SE within the next 24 months, offering additional arterial connections; and the South Capitol Street transportation project will make South Capitol Street a local street by removing the underpass at M Street and reconnecting K and L Streets across South Capitol; both share similar traffic and transportation safety issues and concerns; both are impacted and part of the Traffic Operations and Parking Plan (TOPP) for the Nationals Ballpark; and both presently lack retail and other resources for residents.

THEREFORE, ANC 6D requests that the Ward 6 Redistricting Task Force and Councilmember Tommy Wells retain the current ANC boundary that includes the near SE and SW.

Adopted by a vote of 6-0-1.

Following this vote, ANC 6D at our business meeting Monday evening, we discussed the following resolution to retain the portion of Ward 2 that includes Haines Point. The W6TF has already taken a position on this issue and this resolution supports the decision by W6TF that ANC 6D retain that part of Ward 2 under ANC6D. The vote was 4-0-3 and the resolution follows.

RESOLUTION TO RETAIN PORTION OF WARD 2, SOUTH OF INDEPENDENCE AVENUE, SW AND EAST OF 14TH STREET,SW BY ANC 6D

WHEREAS, Ward redistricting byDC Council placed in Ward 2, an unpopulated area located south of the Mall inthe Southwest quadrant,

WHEREAS, this area includes Haines Point and East Potomac Park, and other areas south of Independence Avenue, and

WHEREAS these areas were allowed to remain with ANC 6D after the previous redistricting process because the areas are contiguous with and have more effect on ANC 6D than ANC’s configured in Ward 2,

Therefore, be it resolved that ANC 6D supports the Ward 6 Redistricting Task Force recommendation to have Councilmember Tommy Wells to work with Ward 2 Councilmember Jack Evans to ensure language is included in the Redistricting Bill that allows the above described portion of Ward 2 to remain with ANC 6D.

Adopted by a vote of 4-0-3.

ANC6D pasted a resolution to the Ward 6 Redistricting Task Force urging they replace the current districting plan for ANC 6D with the attached plan. This resolution passed was adopted by a vote of 4-1-2. Following is the resolution:

RESOLUTION TO WARD 6REDISTRICTING TASK FORCE URGING THEY REPLACE CURRENT REDISTRICTING PLAN FOR ANC6D WITH ATTACHED PLAN

WHEREAS, the Ward 6 Redistricting Task Force has been charged with creating ANC’s with Single Member Districts(SMD) that preserve neighborhood boundaries, are compact, have evenly distributed population at 2,000 -- plus or minus 100, without divided census tracts, and do not disenfranchise population segments;

WHEREAS, the plan that has been presented by Task Force members to the Task Force as a whole does not meet many of those criteria;

WHEREAS, the plan displayed on the attached map and with its included population detail does meet the guidelines because this plan preserves neighborhood boundaries with compact and contiguous districts, all SMD have a population greater than 1,900 and less than 2,100 with only one SMD having a population less than the magic 2,000 and it is at 1,980, this plan removes the South Capitol division by having two SMD that serve both sides that Street, and ensures that segments of the population are not disenfranchised; and

WHEREAS, this plan will not place more than one incumbent Commissioner in the same SMD, while leaving another SMD without an incumbent.

THEREFORE, be it resolved that ANC 6D requests the maker of the current proposed redistricting plan to withdraw that plan and replace it with the attached plan. Further, ANC 6D urges the Ward 6 Redistricting Task Force and Councilmember Tommy Wells drop the current proposed redistricting plan for ANC 6D and accept the attached Redistricting Plan.

Adopted by a vote of 4-1-2.

The following issue has become apparent in working on the map to be submitted to the W6TF today at 5 PM. There is a split Census tract between ANC 6DO2 and ANC6DO3. We did not realize the boundary did not run along those Census Tracts but had been split evidently in2001 or perhaps earlier.

To solve this issue, Ron McBee has contacted the Office of Planning as well as Cody Rice with the W6TF.According to OP, regardless if it had been done in 2001, a request must be filed to split the Census tract. Roger Moffatt is filing the form, as I understand, for the request which will review the request and population involved, if any. ANC 6D does not feel from our knowledge that anyone lives inthat area of the Census tract we are asking to divide. The new Census tract split will move the east boundary of ANC 6DO2 and 6DO3 around the Randall School development to Half Street SW extended. If will allow that development“not” have the boundary run down the middle, as currently exists, which is scheduled for development here in 2012.

The attached narrative and data shows the requested boundary between ANC6DO2 and ANC 6DO3 with the east boundary around the Randall School as Half Street SW extended between H Street SW extended and I Street SW.

We have not received our new map from OP but will go ahead and submit separately this afternoon an accompanying map.

On the need for thumbs

Both ANC 6A and ANC 2C have requested small extensions (or "thumbs") into ANC 6C across 8th St NE and Massachusetts Ave NW, respectively. These requests are motivated by a desire to obtain party status in zoning cases for large development projects that are expected to arise over the next 10 years.

By way of background, if a zoning case is within an ANC, that ANC is automatically a party to the case. As a party, the ANC may file motions, cross-examine witnesses, and appeal decisions. Party status also gives the ANC more time to present its case. Other ANCs may seek party status, but it may or may not be granted by the Zoning Commission (ZC) or Board of Zoning Adjustment (BZA). If another ANC is not given party status, they may still testify in favor or opposition, but their participation is more limited than if they had been granted party status.

According to the zoning regulations, both the ZC and BZA "shall grant party status only if the person requesting party status has clearly demonstrated that the person's interests would likely be more significantly, distinctively, or uniquely affected in character or kind by the proposed zoning action (or relief) than those of other persons in the general public."

Although proximity would likely enter into this determination, having an ANC boundary within a certain distance of a project is neither a guarantee nor a requirement of party status according to the regulations. Rather, the ANC must make the case that it has some special characteristics that merit party status.

In practice, it appears that the ZC and BZA have sometimes used "abutting" or "across the street" as a mental shorthand for judging the merit of a party status request. For example, in ZC 05-37, the Chair of the ZC, Anthony Hood said:

This project is in the boundaries of ANC 6C and ANC 6A has requested party status and I am inclined to oppose ANC 6A for granting party status. Again, there's an appropriate time which ANC 6A would be able to come and express their opposition to the Commission. Now, if it was right across the street, I would be thinking a little differently. The precedent we have done in the past we granted ANCs both party status when it abutted or was within close nature. I think when you're a few blocks away, you also can address that at the appropriate time.

An issue for the Task Force is how to weigh these requests for territorial extensions along with competing Task Force priorities. These include balancing workloads and resources of ANCs, using natural or built features to the extent they make sense to residents in defining the boundaries of ANCs, and designing ANCs and SMDs that are compact and contiguous.

Should the Task Force attempt to strengthen ANC 6A and 2C's arguments for party status in upcoming zoning cases by recommending "thumbs" into ANC 6C?
